Main Objectives:

The objective of this project is to use an EGC (Computable General Equilibrium) model to CST (Tourism Satellite Accounts) in order to improve the analysis of the impact of tourism and policies for tourism in the Azores. The result will be an improved methodology to assist policymakers in their assessment of the overall impacts of policies targeting clusters and the impact of other shocks on clusters. The objective is to overcome the limitations of CST and EGC models. The final result will be a simulator capable of combining information from an EGC model and Tourism Satellite Accounts, for the analysis of policies, in accordance with the RIS3 priorities established for the Azores. The project will contribute to a better understanding of the underlying economic transmission mechanisms and to the capacity of responsible authorities to design and analyze policies. The risks of non-compliance with the objectives justify the adequate development of analysis models. The methodology should be extended to the analysis of other sectors/clusters. Project Description:

This project is intended to develop a vector development analysis methodology combining a computable general equilibrium (CGE) model and satellite accounts for strategic clusters. This economic analysis instrument, which from now on we call AZCLUST, will therefore be designed as a platform that integrates two techniques. The applications of the EGC models, the corresponding SAM matrices and the CS for the tourism sector will be reviewed. The main activities involve the following: i) review of existing models and databases supporting these models; ii) review of models and databases that have been compiled and estimated for the Azores; iii) the combination of EGC models and tourism satellite accounts in order to enhance the ability to predict data incorporating economic behavior; iv) test and apply the platform made to measure for the Azores; v) make available a simulator that helps those responsible for policy guidelines and researchers in the analysis of policies that affect the tourism cluster.

Results:

The objective of this project is to develop a methodology that helps those responsible for policy guidelines, both in their assessment of the general impacts of policies aimed at clusters and in the impact of other shocks on clusters . The aim is to overcome the limitations of existing instruments such as CST and CGE models in the analysis of specific sectors. The final result will be the creation of a simulator capable of combining information from an EGC model and Tourism Satellite Accounts, in the analysis of policies. The use of satellite accounts will allow a better verification of the cluster's limitations and identify its components. Other characteristics such as the regional level of specialization/agglomeration could also be explored using satellite accounts. In the end, the project will present a methodology for integrating satellite accounts with the EGC model. These outputs will be compatible with their connection to an EGC model in order to create scenarios for the analysis of the RIS3 strategy.
